MINUTES

BOARD MEETING OF APRIL 8, 2009

 

The meeting started at 6:35 PM.  Those in attendance were:  Dave Anderson, Don Pryor, Steve Cochran, Bill Wilson, Richard Eacobacci, Don Heyfron, George Woodle, Myron Prychun, Bill Howland and Bill Johnson. 

The matter of placing the late applicants for the Saturday League was discussed at length.  As of this date three (3) players want to get on a team.  The final agreement is: 

A tryout will be held for the three players on Saturday April 11. .  Don Pryor will coordinate the tryout to insure all are present and that the managers are available.  The managers will evaluate the players.  Because team three only has 10 roster players, the lowest ranked player will go to team number 3.  All managers will pick numbers (1, 2 & 3) from a blind draw.  The managers with the 1 and 2 draw will select the remaining two players.  (Note:  Danny Brock will be added to list as determined on 4/9/09.) 

The proposed rules of play were discussed with the managers and board members present.  Several points of view were presented which led the board to make some adjustments and recommend the following rule changes: 

1.      GCSSA rules of play will comply with the Senior Softball USA rules rather than the ASA rules.

2.      Keep the same home run rule as the immediate past year.

3.      Starting with the 2009 season a 1 and 1 count will be used for the Weekday league games and 0 and 0 count for the Saturday League.

4.      Starting in 2009 the Senior Softball-USA strike mat dimensions (19” X 34 ½”) will be used. The entire strike mat is home plate for the defensive player for plays at home plate.

5.      A run through line will be used at home plate which is located per the configuration of the Senior Softball _USA rules.  A runner only needs to touch the line or beyond to reach home.

6.      A team must have a minimum of seven (7) roster players available at game time to constitute a team.  Failure to comply results in a forfeit which must be initiated by the apposition manager.  If a team starts a game with 7 able body players and an injury occurs which prevents a roster player from continuing, the team may play with nine players or forfeit

7.      Up to three substitutes from other teams may be selected by a manager to secure a team of ten (10) players.  In no event will a substitute player be on a team when ten (10) or more roster players are available and able to play.

8.      A manager may secure substitutes from other teams by any means (personal contact, from substitute list or from the stands).  A chosen substitute must be of equal or lower rank of the missing roster player.  No limitation is placed on the manager as to which missing roster player will be replaced.

9.      The run through lines at second and third is extended to six (6) feet with the understanding that the responsibility to avoid collisions is the primary responsibility of the runner.  Any effort of the runner to avoid a collision and causes the runner to go outside the six (6) foot line will not be grounds to call the runner out.

10. Each game will be scheduled for 60 minutes minimum.  For days with two scheduled games, the time for the early game shall start at 5:30 unless through no fault of the teams at the discretion of the Umpire.  At the 60-minute point the Umpire will advise that after the current inning is finished the next inning will be the last.

11. A game time speed up rule will be applied for inning changes.  After a half inning is ended, the teams will have one (1) minute get ready.  If the offense is not ready, the umpire will assign another strike to the batter.  If the defense is not ready, the umpire will assign another ball to the count. 

Dave Anderson wants Keck to head up the all star game and therefore provide hats and video for the players.  A motion was made for the league to pay for the hats and video.  A majority passed the motion. 

The format of selecting all-star teams was discussed with a strong desire to provide more competitive teams.  The current method keeps players on the same team with no consideration for a more rounded team.  The Board will revise the procedure to allow for a better composition of the teams. 

Bill Wilson discussed our insurance coverage with a representative of the Senior Softball Association and determined we should pay for two more teams.  A motion was made, seconded and passed to pay for two more teams at a cost of $40.00.  Bill gave out income and expense sheets as of this date. 

A member announced that Grant Montgomery had passed away some time last week.
