COMMITTEE MEETING NOV. 11, 2009
Chairman Don Pryor convened a meeting at his residence at 6:10 PM. Also in attendance at the meeting were Jules Liebke, Richard Eacobacci, Randy Kephart, Dan House, John Stillwell, Don Lovas and Chamba Lane.
Jules presented a written comment and highlighted a need to accommodate more defense for the players with higher numerical ranking. Jules wanted the league to allow the 11th rover for the purpose of increasing defensive play.
Eacobacci had e-mailed committee members all the comments that were made by the membership and produced a list of the several options the committee might want to consider.
The committee members discussed and provided opinions on several issues.
The committee generally agreed that; · A cut off date for fees and applications should be established and enforced. · The league should continue with the policy that “all that want to play will be allowed to play” · The league should expand the number of teams to avoid having more than twelve players per team. · The League should start league play earlier in the season and later in the season to allow for more games · The League should not reduce (within reason) the number of games per team. · The league should try to avoid scheduling (within reason) more than two games per week · The League should utilize field 3 for season games. · The league should make a strong mandate to managers to adhere to the rules of play especially with regard to minimum number of defensive innings and the substitution rules. · The league should encourage managers to file a protest when violations are noted. · The league may use adjustable rules of play to accommodate the maximum number of games. Example: Change the number of minutes per game early and late in the season to avoid playing in the dark.
The committee considered but rejected: · The idea of the 11th rover position. · The idea to increase the minimum age for players. · The idea of playing games on Friday nights · The idea of using a pool of players not selected as primary team members to be the only source of substitutes · The idea of a two division league (better players in one division with the poorer players in the other)
The committee did not discuss: · The idea of a reduced fee for the higher numerically ranked player · The exact manner in which some of the goals can be accomplished
Overall the committee expressed the view that managers will play a major role in implementing rules and challenged the board to do an exceptional job of providing information to managers and members. The rules and procedures must be clearing stated in written form and distributed to managers in a timely manner.
